Bridging Cultures for Safer Roads: Bi-lingual Pedestrian Safety Education for CALD Communities
Pedestrians are the most vulnerable road users, having the least protection in the event of a vehicle–pedestrian crash. Pedestrian deaths and serious injuries remain major road safety challenges in Australia. While numerous initiatives have aimed to reduce the national road toll, most have focused on the broader Australian population, with limited attention to the specific needs of Culturally and Linguistically Diverse (CALD) communities, including tailored road safety education materials. Evidence shows that members of CALD communities face a higher risk of crashes in their new country.
In response, this project has developed and is now disseminating bilingual pedestrian safety education materials, such as posters and videos, tailored for CALD communities. The Chinese and Nepalese communities are the current focus, selected as case studies due to their size and significance within Australia’s multicultural population. The project is being delivered in partnership with the Chinese Community Council of Australia – Victoria Chapter (CCCAV) and Australia Nepal Public Link (ANPL) – Victoria & NSW chapters.
Using a co-design/participatory approach, the project has conducted focus group discussions and public forums to create culturally relevant, theory-driven materials that promote safe pedestrian behaviour. An online survey was conducted to assess user perceptions, the effectiveness of bilingual materials, and their influence on attitudes and behavioural intentions.
The bilingual educational materials are being made available via a dedicated website and promoted through CCCAV and ANPL networks, as well as social media platforms. Developed using evidence-based behavioural change methods, these resources aim to enhance road safety awareness and practices among Chinese and Nepalese communities, helping to reduce pedestrian injuries. The project also provides a model that can be extended to address road safety needs in other CALD communities across Australia.

CALD समुदायका लागि बहुभाषिक पैदलयात्री सुरक्षा शिक्षा
पैदलयात्रीहरू सडक प्रयोगकर्तामध्ये सबैभन्दा संवेदनशील समूह हुन्, किनकि सवारी साधन र पैदलयात्रीबीच हुने दुर्घटनाको अवस्थामा उनीहरूसँग सबैभन्दा कम सुरक्षा हुन्छ। पैदलयात्रीको मृत्यु र गम्भीर चोटपटक अझै पनि अष्ट्रेलियामा प्रमुख सडक सुरक्षा चुनौतीका रूपमा रहेका छन्। राष्ट्रिय स्तरमा सडक दुर्घटनाबाट हुने मृत्यु दर घटाउने उद्देश्यले धेरै पहलहरू गरिएको भए पनि तीमध्ये अधिकांशले व्यापक अष्ट्रेलियाली जनसंख्यालाई लक्षित गरेका छन्, तर सांस्कृतिक र भाषिक रूपमा विविध समुदायका विशेष आवश्यकताहरू, जस्तै लक्षित सडक सुरक्षा शिक्षासामग्री, प्रति सीमित ध्यान दिइएको छ। प्रमाणहरूले देखाउँछन् कि यस्ता समुदायका सदस्यहरू नयाँ देशमा दुर्घटनाको उच्च जोखिममा पर्छन्।
यस सन्दर्भमा, यस परियोजनाले सांस्कृतिक र भाषिक रूपमा विविध समुदायका लागि लक्षित द्विभाषिक पैदलयात्री सुरक्षा शिक्षासामग्री, जस्तै पोस्टर र भिडियोहरू, विकास गरी हाल प्रसार गरिरहेको छ। अष्ट्रेलियाको बहुसांस्कृतिक जनसंख्यामा आकार र महत्त्वका कारण चिनियाँ र नेपाली समुदायलाई केस अध्ययनका रूपमा चयन गरिएको छ। यो परियोजना चिनियाँ समुदाय परिषद् अष्ट्रेलिया – भिक्टोरिया शाखा र अष्ट्रेलिया नेपाल पब्लिक लिंक (भिक्टोरिया र न्यू साउथ वेल्स शाखा) सँगको साझेदारीमा सञ्चालन भइरहेको छ।
सह–डिजाइन तथा सहभागितामूलक दृष्टिकोण प्रयोग गर्दै, यस परियोजनाले सुरक्षित पैदलयात्री व्यवहार प्रवर्द्धन गर्ने सांस्कृतिक रूपमा सान्दर्भिक र सिद्धान्तमा आधारित सामग्री तयार गर्न समूह छलफल र सार्वजनिक फोरमहरू सञ्चालन गरेको छ। प्रयोगकर्ताको धारणा, द्विभाषिक सामग्रीको प्रभावकारिता, तथा दृष्टिकोण र व्यवहारिक अभिप्रायमा पर्ने प्रभाव मूल्याङ्कन गर्न अनलाइन सर्वेक्षण पनि गरिएको छ।
द्विभाषिक शिक्षासामग्रीलाई विशेष वेबसाइटमार्फत उपलब्ध गराइँदैछ र चिनियाँ समुदाय परिषद् अष्ट्रेलिया तथा अष्ट्रेलिया नेपाल पब्लिक लिंकका सञ्जालहरू, साथै सामाजिक सञ्जाल प्लेटफर्महरू मार्फत प्रचार–प्रसार गरिँदैछ। प्रमाणमा आधारित व्यवहार परिवर्तन विधिहरू प्रयोग गरी विकास गरिएका यी स्रोतहरूले चिनियाँ र नेपाली समुदायमा सडक सुरक्षा सम्बन्धी चेतना र अभ्यासहरू सुधार गर्न, साथै पैदलयात्री चोटपटक घटाउन मद्दत गर्ने लक्ष्य राखेका छन्। यस परियोजनाले अष्ट्रेलियाभरिका अन्य सांस्कृतिक र भाषिक रूपमा विविध समुदायका सडक सुरक्षा आवश्यकताहरू सम्बोधन गर्न विस्तार गर्न सकिने नमूना पनि प्रदान गर्दछ।
